However I don't think the third one is useful at all though. We just want to provide the bare bones minimum amount of information in our hypothetical claims in order to have pr night action results in the event of a pr dying and flipping pr in the graveyard.
Ideally, the mass of hypo claims would be too large and overwhelming (and convincing) for the mafia to sort through and determine anything useful about linkage of players to pr roles.

I doth not see how this hypothetical claim will serve the kingdom better than it will serve the spawn of evil, for they will be capable of finding all PRs much more quickly by sharing any night feedback they receive and comparing it to claims they read during the day. This doth not only apply to sheriffs, but also to the escort, blacksmith and gaoler.
Twould not be a problem if associated feedback was not claimed until after the target's death. Twould be different if we had a detective or lookout, but alas we have neither.
Why doth thou request these feedback claims to be made along with thine hypothetical claim plan?
I would think it better to use either or.If a vigilante shot is made, role blocks are claimed, blacksmith materials are claimed to have been received, jailed people claim in the first 24 hours of day, you should insert that information into your hypo claim list.
I think all PR's should be honest about their actions and all citizens should try their hardest to come up with believable pr claims (especially who they call out as inno/suspicious). This is the only way it's useful for the town.
I still don't think pre-emptively claiming night actions is a good idea since it helps scum figure out who the real pr's are. Any possible advantages of that are negated by the possible harms imo.
There is absolutely no reason to hypo claim as scum unless you're scum trying to convey your consig results/etc. At least, I don't see any benefit to it.
The argument for claiming the upcoming night actions is that something important may happen. Jailor actions, doctor actions, escort actions, and lookout actions could all be important preclaims in case the player dies that night.
Another pro of the idea: If a lot of people preclaim lookout actions on a town player, the scum are less likely to kill him. If a citizen preclaims an investigation on a scum, they might just kill him, saving an important power role and giving us further clues.

Ok to simplify it, am I correct in saying this as what you want us to do frog?
1. Claim all Roleblocks/Witched/Healed+Attacked/Blacksmith ( should we be honest about this? )
2. Hypo claim all actions (Sheriff+Doctor+Vigi+Escort+Blacksmith+Jailor), and their respective feedbacks, if any. With town PR's being honest and Citizen trying their best to seem like a town PR
There be no lookout. And by the by come to think of it, not claiming feedback would just give the scum even more information than it giveth us. For they can remain silent during daytime. Hmm.
I think all Citizens need to claim feedback as well. Or else scum can track down real future action claims.
Or to claim a matching Escort/Jailor/Smith claim they see. This will allow PRs to take their picks of covers.
I think that the future claiming + faking feedback sounds like a terrible idea. Should stick to truthful feedback only + hypo claiming the previous night.

Notice how he uses all lower case letters in his first post but in his second he uses proper sentence structure. Obvious Code is obvious.
