Because Luffy is most likely taking advantage of the Doctor being cleaned, imo. He just needs to cause that little bit of confusion necessary to get him to the finish line.

Big Mom was confirmed as vented. So we can assume that one of you are lying and possible CP9. At first I assume that Caribou was lying because of his writing style. After review of Big Mom's posts, especially in day 3 chat, its quite obvious that CP9 was trying to cause a mislynch on Caribou. Big Mom pressured caribou extremely hard and to me that is basically confirming him as Citizen.

Big Mom is a huge key to the CP9. Because of being vented, the actual ventriloquist had no reason to worry about buddying or being too suspicious. So Big Mom could target people without worrying about dying and making a connection with CP9. Until now that worked.
