From what I've seen, this is pretty balanced. The point of this setup is for there to be no killing roles, except Mason killing Cult, and to make people mad (3 jesters, 3 BM's). I've found it to be quite fun, honestly.
If players are missing, remove roles in this order: Jester, Blackmailer, Citizen, Jester, Blackmailer, Cult, Mason, Citizen (If you get this far, you should probably make a new lobby...)
