but if they are shooting the other town player, then it switches the mayor with the random townie and makes all the protectives heal the random townie instead of the mayor. So the mayor would not be protected then.

Plus, gamethrowing is actively working against your win condition. If a Bus Driver busses a Mayor with the Intention of protecting the Mayor and said Mayor dies because of it, it's just how the game goes.
IMO bus drivers should always be bussing themselves with who they think mafia is unless they coordinate through pms with people about bussing. It does more harm than good, and can fuck over town invests easily, although people are normally good about claiming bussed.
Under no circumstances do you ever bus a confirmed town gov without them specifically telling you to bus them.
If there are no alive bodyguards, the mayor should be saying in chat "IF I DIE LYNCH THE TWO BODYGUARD CLAIMS IN MY LASTWILL" even if there are no bodyguard alive, which is enough to deter any competent evil from testing that unless x amount of protectives are dead and they can deduce its a fake.

No -- Bus Driver is a protective / power role and therefore, bus driving the Mayor is a potential means of protecting him. You have no idea what protective might roll in any given game. It could simply be Escorts (GF / DH immune to RB) and Doctors without a Bodyguard that could save the Mayor.
The standard for game-throwing is playing to lose or playing against one's win condition. A Bus Driver trying to move the Mayor does not rise to that standard. In fact, it's playing to win the game by taking the Mayor out of harm's way. Sure, the Mayor might end up being hit, but that's just bad luck.
I always bus myself with someone else hoping I get a mafia member. I don't bus the mayor unless asked.
I think people are saying, knowing you have protectives, switching the mayor is putting him in harms way when he would otherwise be protected, in theory. I get everyone's point. But, I think a case could be made, given that, you are potentially going to kill the mayor instead of leaving him/her in the hands of a protective role that could keep them safe.
Personally, I don't see the reason to switch the mayor when no protectives have flipped in grave yard.
I think more times than not a protective will actually protect the mayor to be safe rather than sorry. However, you're right some people gamble and it works out. However, i always let it come down to mayor's choice. Personally, safer play is better than WIFOM in most cases, imo.
The mayor should be specifically pm'ing each individual protective who to go on, and probably which invest should go on which person.
Honestly in a competent game, mayor revealing is auto for town if there is no judge.
But yeah bussing a mayor is dumb, but not gamethrowing.
