When a mayor votes in a legal framework then as a dignified citizen and with the power of his authority he has the ability to override with votes that suggest a following as he was elected or has substiantial backing from corporations or more generally an establishment.
This capacity to vote in a legal setting cannot be implemented on neutral grounds which is the DAY, in order to command and adjourn the session with the same legislative power to break the gathering and invoke night.
Indeed, as one citizen and one human being he can only have ONE VOTE to skip the day as the powers that have been bequeathed to him by the citizens have no effect in a non administrative or legislative context.
Suggest to remove mayor voting power to skip day.
