Jailors Jail each Other

Just played a game with 2 Jailors... apparently, we both tried to jail each other on night one. However, I was jailed and, obviously, he was not. I'm curious: is the final decider in action choices based on list order? I was far lower on the list than he was.

Yeah, that one. Night 1, me and blue jailed each other. He was going to execute me then changed his mind. I jailed him night 2 and he was like 'holy shit! You weren't lying!!' Then everything went to shit...

I think that the actions are based on player number, as you said.
