In general, town works best when they don't lie. The moment you have to start asking "maybe this person lied, but with town motivations," you've given scum way too much room to sneak in bullshit.

Most improvements in play as one faction get copied to the other. If he can recognize as scum that trolling won't help town, then he can make the same recognition as town.
