You mostly find these in troll setups, because a lot of people don't like being citizen, even though it's an important role. Cult don't need to convert citizens, so I'd suggest cutting your citizen count to 4-5 and using more interesting roles like veteran and bus driver(s), make the game more dynamic.
I'd also not start with 3 cultists, my recommendation is 2

since you need mafia anyway and it might prove to be a challenge for the cult to get them lynched without giving themselves away

i don't mind the occasional cult vs mason type setup, but it seems everyone else does. i have seen some good cult vs mason set ups and as soon as the other players see the save like 4 people leave, then like another 2 after people get their roles. it would seem people all want action. its like they cant handle a game where ya gotta do alot of talking and thinking i guess.
if you could get a full group of players to actually all stay, a game like this would be alot of fun.

I'd swap the Vig out for another Citizen, then I'd quite like to try that setup ^^
