Why Not Auto Ban Starter Accounts?

Noticed that alot of starter accounts are smurfs and generally trolls so why not just auto ban them?
Especially when so many punished people just make new accounts e.g. skyline

As an elaboration to SuperJack's statement... It is against blizzard's terms of service to outright stop players from having access to the game. We can moderate as we wish after they've broken the rules. While technically even banning players is against the rules, Blizzard knows that game moderation is essential in keeping content playable. In order to keep our game up and alive, we hesitate to instate any sort of blanket bans.
