Witch wins Solo?

The Witch description is: Witch wins, if Town Loses.

I just played a game, where in the last round there was Witch, Mafia, Sheriff.

The Witch and the Sheriff lynched the Mafia.

Night begins.

Day breaks and Witch wins?

The town didn't lose in this scenario. The witch can't kill, but neither can the Sheriff. The town doesn't lose. So why does the Witch win?

Also, is there a formula for Stalemates? Such as two mafia vs. two doctors?

I believe after 3 rounds of stalemate a win is declared, but is it random? I have seen Mafia win in this scenario but I believe I have also seen town win as well.

The Witch wins because that one sheriff is her puppet for all eternity, worse than death :P
