Since the role is in itself defined by the fact that you are constantly risking your life to get this information (unlike the survivor who is trying to SAVE his life), winning with the town is far more apparent because it would require an alternative victory condition. This way, the beggar serves a greater purpose while still being capable of winning.
I accept your logic, yet I still think that this will not be implemented for the same reasons as 95% of the other role ideas (including mine):
