How many players will there be?
A basic 20 player set up can be;
2 Godfathers
2 Consorts/Consiglieres
2 Mafiosos
1 Serial Killer
1 Witch
1 Jailor
1 Vigilante
2 Doctors
1 Sheriff
1 Investigator
4 Citizens/Random Roles

Depending on how basic you want it here are a few things to keep in mind

more citizens = more basic gameplay = more places for mafia to hide
more complex roles = more work for host = harder for mafia to hide

The most basic setup that I find balanced that I have played so far was:

1:3 mafia

1 god father in that mafia that was immune at night and immune to detection
rest of mafia is all mafioso

1 sheriff
1 doc (not notified if target was attacked)
1 vig with unlimited shots
rest being cits.

This setup means that mafia have to cause = mislynchs to their numbers to win.

If you want more complex versions, let me know how much more work you want. Adding neutrals can really mess with the balancing. However, the above setup would also be good for Rebels, if you want to add them in.
