Does a citizen win in a 1 versus 1 against Triad?

Currently it does not specify that a citizen could win against the Triad. To me the Triad is just a second form of mafia who call them something else in order to distinguish them self. They function like mafia in every way yet are superior against mafia (they win in a 1v1 against mafia apperently). Does this mean that even if the mafia cannot win against them, a citizen can't either?
Not sure if this is on purpose but has any one been able to find out on their own? Let citizen win in a 1v1 against triad as well considering they are pretty much blue mafia with blue suits driving blue cars wearing blue sunglasses. Color does not change function. (Though blue is better then red). Citizens are already a role with very limited capabilities.

Yes, if the option is on then it will win ties against the triad.

blue and red mafias are virtually indistinguishable from one another unless you purposely configure them differently. I think blue technically wins ties over red in some niche cases? but other than that they're the same.

I thought western country always consider otherwise....at least no flag of yours are as red as PRC....
