It is not a bug :P Citizen rolecard is now forced for all games. Citizens will appear when something breaks in the setup.

Clever Fred, rather than fix the invisible cit role card, and the impossible citizen, just modify the game to make it irrelevant.

Actually all errors were already forced to citizen anyway, we just came up with a reason not to fix the cit role card showing all the time :P
