NEW ROLE: IRS AGENT

The IRS AGENT looks for Mafia or neutral players and takes 2 points from them each round. Therefore when they find a mafia, the mafia needs to kill them or else they lose all their points for the game. If they are killed, they lose the stolen points. If they survive till the end, Mafia loses their points, and the IRS Agent gets extra points to be split among the surviving town members.
