Yes.
It was proven a while ago that Citizens are very important. If Scum do not have Citizens to hide behind then Town is guaranteed to win 100% of the time unless there is mass user error or the people that know the route to victory choosing to not auto-win.
If you analyze any FM you see the consistent pattern. It is an uninformed majority against an information minority (Ty Lysergic). So, the Town needs the number advantage, and scum need a place to hide. But if you expect scum to all hide behind Sheriff or Doctor then you should build in FAR more of that role, which would end in Town being viciously over powered. So, how do we balance? Citizen.

The metagame on Sc2 is not at all built to use Citizens, even though those Citizens are about 75x stronger than the ones in FMs they do less because the games are not built to allow for true player analysis or character reading, the things that make Citizen one of the far more dynamic roles in FMs.
