Upgrade to a 6770.
Planetside is unstable, my friend have Nvidia 670 and can barely reach 30 fps at high settings
I have a 6870 and I get a solid 60 maxed out. Your friend sounds pretty dumb if he can't properly configure his hardware.

PS2 is weird. My desktop struggles to play it on low. I don't have the best rig, but it also wasn't a chump. I've seen much more capable machines still struggle with it. I blame it on poor optimization. You're going to spend a lot on parts that will make that game butter. I also have reason to believe my graphics card was going bad but could not specifically confirm that at the time.
My rig:
Phenom II X4 965 ~3.4GHz
Sapphire HD 6870 ~1GB
4GB DDR3 1600
120GB SSD - OS, demanding games
1TB 7200 RPM - The rest of the game library, music, videos, etc
500GB 5400 RPM - Storage, back-ups
Having said that...
You can get a good 7850 (around $200-220) or 7870(around $140-150) if you're watching for deals on Slickdeals/Newegg.

Any card that can hit 60FPS on medium Metro SHOULD be more than enough for Planetside 2.

I recommend the Intel GMA 3100.
The NVIDIA GeForce 9800 GTX+ is the most badass PoS I ever got for free from a friend.
Runs Skyrim on max with no problems.
Runs StarCraft II on max with no problems.
10/10 would get for free again. Along with the power supply to run it, which was also free. Friends are nice things to have.
I would recomend GTX 660. Sure it's slightly expensive(around $300) but it runs starcraftII on extreme with no lag.
I guess an equivilant ATI card would do the same but I prefer Nvidia

That is really unusual. I just recently got a new computer and got a GTX660, I have absolutely no problem running PS2 with everything maxed at a constant 60 FPS. There's something wrong there.
Lowest I've went is 41 FPS in the middle of a huge carnage. Usually constant at 60.
