What about just moving the option to exclude citizens to citizens themselves? Y'know like veteran.

I have been asking myself this question for the past 20 seconds.
It's cannon fodder! As citi I try to get myself killed. I normally say something just before night like "What dose Mayor do" Mafia or SK will kill you half the time, and you can just use a vest. Unless there are masons, you are cannon fodder.
I don't think anyone really knows how to play citizen in the pubs. The best citis are those that are the best at the game, as citi has the least info to go on. It's simple to play sherriff or invest and just say who is guilty, but citis have little info of there own to go on.

People hate citizens because they don't have a lot to do except for die or get lynched because they think you are GF. They also make town weaker.
My citizen tactic is on day 2 or 3 to talk a lot as if you are a town person with an important role where I make sure I'm the last to talk before night starts (fresh in the memory and your name looks "more familiar" on the list when they decide to pick a "random" one), then that night use bulletproof vest. It's the best thing you can do as citizen to help town as you will "save" someone compared to when you didn't talk.
@MrSmarter: don't underestimate the power of picking suspicious targets as sheriff/inves based on talk, voting patterns etc.. Also the timing on when to reveal and how to act during day to not get killed/jailed/witched/... . Finally you will also need to be able to convince people you are not an executioner/jester.
I would personally prefer an option to exclude people who exclude citizens from the game.
I can't count how many times a game has started to see "Player has given up on life." The first night commences, and the next day we find they are a Citizen. Citizens just don't fit well in pub games.
Being a citizen is , TRULY, like this:
Night 1 - Hope I don't die!
Day- Lol umad guys? *Waits until night*
Night 2- Hope I don't die!
Day- Sheriff brings results. I convince town to bring the suspect to the stand because the sheriff is a retard that only says his results once and everybody forgets about them. Target is lynched.
Night 3- If suspect was town, I don't use vest. If maf, vest
Day- No results, random town lynch
Night 4- no vest. Die
For long games, it's impossible to predict when it is the right time to use a vest. After a day doing nothing, maf targets me. I can't predict it, either way, since I have so few vests and I usually save them to the point where there are 4 players left.
TL;DR: Citizens are fun because you don't have to worry about dying, but frustrating because you can only support other town roles rather than having power yourself
