Clauses. But = dependent clause because it's not a statement which could stand on its own. Like I said = dependent clause because it's not a statement which could stand on its own. "They don't blah blah blah" is an independent clause which could have stood on its own as a sentence.
That's the argument you're trying to make.
The way I use it, "Like I said" was part of the whole independent clause which was the meat of the sentence. The writer has the option to choose where to separate clauses. I chose not to separate those two parts because they were part of the same thought. Nice try.
The second one actually is, once again, a matter of opinion. "In doing so" is an axiom which indicates that consequences for an action are about to be explained. So, in proper grammatical and argumentative fashion, I began with the action, added "in doing so," and then proceeded to explain the consequences of the action. That sentence made sense to anyone who's heard the axiom "in doing so" before.
As far as your alternative word choice argument is concerned, the reason I wrote the sentence "They shouldn't have special rep powers..." the way I did was because it's describing a PRESENT TENSE action. The argument I was making was that they shouldn't have the special powers (present tense). The way you described it would make me use passive voice (which English teachers hate) and describe a past tense action (they shouldn't have been given special powers).
