That's a hypothetical isn't it? Why would anyone prefer evil and announce that they did that game after game. Or are you talking about like person A noticing that person B was evil in the past 5 mafia games and then A announcing in game that B is evil because of out of game info?
Also, would preferring work in an anon game?

Can you have a balanced forum mafia game with private prefers? I don't see why not. The upside is that players get to play what they want. And the only restriction would be that you can't hint at what you preferred or if you actually preferred or not.
