Ragequits make kickvote list? TRUE OR FALSE?

This is a question for those in the know, Dark Revenant and his bullied-as-kids moderator minions.

I remember a while ago, during the loading screen, the TIP OF THE WEEK (or so I refer to it as), said "If you quit after receiving your role, you may be put on the kickvote list."

If that's true, then there should be 4 people on the KV list PER-GAME!!! Do you fucking realize how many people ragequit if I'm in the game? Or if a person already on KV list is in-game? Progress is fucking paralyzed! The window beeps every half-second as the chat rolls upwards with "-kick" "KICK" "OMFG KICK THIS ASSHOLE!!!" "JUST PLAY THE FUCKING GAME!!!"

Then the ragequits occur. Oh wait, sorry - I just realized that is BEFORE receiving role. So I'll highlight the real question for you:

QUESTION: How does this rule work? Does it actually exist? And can I be put back on the KV list?

A: It may have been a warning at some point, but it no longer exists.

Q: And can I be put back on the KV list?
A: You sure can, you have my highest recommendation for the vote-kick list.

I've asked DR 4 fucking times, he won't even reply to me. I guess he doesn't like being told what to do, OR he knows that the more players on the KV list will just make the game unplayable.

If you check rules and punishment in the Player Reports section, you will see that the punishment for Rage Quit is nothing, just as it is for trolling. I remember seeing this on the splash screen but do not think any actions were ever taken because of this.
