Clear and obvious game-throwing, and I deduce from his name that this was done with pre-meditated intent. I don't know if that fact increases the severity of the crime, but IMO it makes it that much worse.

This player has shown repeated behavior to ruin games, just recently in fact doing something similar, nonetheless think putting a high watch list over a ban list might be better here. If he breaks the rules again, I would recommend placing a much higher punishment. This player clearly intended to ruin the game.
