I believe it means that your vote to -repick a host is counts as two votes. We no longer have in-game reporting with the -report command so that part no longer does anything.

No problem -- there isn't necessarily one single place to find all this information and some it has been superseded over time. I.e. these questions of yours are very good, and I doubt you are the only one who has them. To that end, staff putting together an FAQ would be a good idea down the line as well.
