I'll either start it on 12/11 or later. Gives the opportunity for more people to sign if they want to and the other S-FMs to move a long a bit more. (Granted enough people sign- Will accept signatures beyond 13. )

I have yet to determine if I will have observers or not, but since two people are interested I might do it.
