MM couldn't kill Sheriff when only other person left alive was a vet?

Ok, so Night 5, I'm MM, Red is Sheriff who was Amnes, and Green was Vet, no one else was alive. MM did not have to wait between sprees. I targeted Red on night 5 to start a killing spree. The next day no one dies. Watch N5 from the Viewpoint of Vashi as MM, then Brian who was the Amnes who recently became Sheriff. As for the Prefix, Mechanics seemed to fit best here other than "Other."
