Take kickvote rights from watchlisters

Two stupid things:

1) I can kickvote myself. With 10,000 points I get 2x kickvote power against myself. Sometimes I use this just for lols. BAD PROGRAMMING!

2) Watchlisters can kickvote me.

Now this is the biggest hypocrisy. Watchlisters are people who mods don't hate so much, but the watchlist is to say "This is your warning, you're on thin ice." If I join a game and there happens to be two watchlisters, nobody bitches about THEM, just the kickvote-list member.

I can't wait until my watchlist activates. There will be leave trains JUST BECAUSE THEY CAN'T KICK!

SOLUTION: get rid of first-timer watchlist punishments. Everyone who gets approved in a report must go on the kickvote list.

Watchlisters has the luxuary of not being banned or kickvoted.

It's like the Ban Pyramid, where the lowest is weakest and highest is the strongest kind of ban.

Watch-list isn't going anywhere unless we run out of script space, which isn't likely / is impossible.
