Mafia Deception and Mafia Support become Cits?

I loaded my save at the start of the game, and once the setup period ended (1:07 in replay) it gave a 'role list error'. This was weird, because AFTER the random patch hit, I had already used this save several times without issues (replay of a normal game with this save/settings also attached).
When the game started, unbeknownst to me, there was only one mafia, the GF. Only one citizen was meant to be possible in the save, which was from town core, but there were three. This would suggest the mafia deception and the mafia support became cits.

I believe this can happen if you select options for the random that results in no possible role. Though I'm not particularly sure why the same setup works in other games, perhaps you accidentally changed it?

I definitely changed nothing about the save between games except removing one excess town role because of DCs at start. Also, there were no options checked for either mafia role anyway, so I have no idea how it happened.
