Is it based on who signs first or who you choose clem?

It's based on random.org of all signups, excluding currently or recently (and frequently) banned members.

Role cards will be sent out to anon accounts, and anon accounts sent out to participants within the next few hours.
Observer/reserve game role cards and information may be slightly delayed, however it will be sent out before the start of day.
