Because the game was already determined to be slightly townsided last time it was hosted, adjustments were made to make the game slightly easier for scum.

That scenario is impossible, because the game would of ended before then.
And yes, mafiascum mathmatitions calculated winrates via random lynching to be equal.

Fixing in accordiance to the original game...
EDIT: Fixed by enforcing a manditory lynch via plurality vote. If there is tie, a player between all tying players will be randomly lynched.
