It is a three sided game. Mafia and and SK are not allies, so their competition help counter balance the low amount of town players.
You are right to say that if one Mafia dies, the other will have a hard time. He would need the SK dead, and never get lynched until 2 people remain.
I don't see how it's a dice roll, it all depends on how people play the game.
