Looking back, I decided to give him an extra chance because my watchlist recommendation (WLx8) was strong and probably harsh.
But seeing how he is dancing around the existing griefing line (chaos caused due to the racism), as well as his retaliation attempt on the one who reported him (someone who is actively implicated in fighting racism),
I ultimately made my mind on what to do.

Irrelevant, crime would not have affected the game. That said the scum would've almost certainly won, as MAYOR cannot be healed in this setup meaning the DOCTOR is no good, and the VETERAN had only one alert left.
