I'd be very surprised if anyone gets anything out of this without incurring a significant amount of aggravation. To be fair though, the gold farmers can weave that out of nothing -- it's just a bunch of overseas labor. They'd rather have the chance to market you more gold. In contrast, these guys aren't getting Steam Gift Cards for free by any means. They have to extract $20 worth of marketing info and referrals out of you first, and given individual information is worthless, that means lots of it.

They would get more ad revenue if they could get you to sign up for a bunch of trial offers. Those things are viruses that are designed to be hard to cancel, where they sell all your information to tons of marketing companies, spammers, etc. I'm sure you can technically get the $20 steam card, but it probably involves going through a whole other convoluted secondary offer process, by which point, there's a decent risk you won't be able to cancel some spammish service they've arranged for you to try out.

In theory, they could ding you for fraud or they might run the names through some sort of address verification type of deal before you get anything. When I was clicking through, it wasn't so simple as a disposable e-mail address -- they wanted everything and were detailed about certifying the accuracy of stuff, etc. I could even see them not giving you the card until after all that stuff clears.
