Maybe it's time to be more strict about it, or simply assign new positions where they can be useful / representative of something that's lacking?

But I was trying to direct it more at past keepers. We would keep them around forever; if told to do work, they'd do reports for like 3 days and stop for 3 months again lol. People like that should've been replaced.
