How can hacker hack this game?

This is starcraft 2, if they hack then the blizzard must also ban them, why only mod can stop them from playing the game they hacked like hack bank mafia? Or Blizzard think this is not their business?
- How can they hack the game? What kind of software that they have to shakehand with the devil to play illegal account?

Arcade consists of custom games not designed by Blizzard and has been free-to-play for some time now. Therefore, Blizzard has very little motivation to police hacking in Arcade games beyond those issues that would also affect regular / ladder games (for example, map hacking exploits). Of course, Blizzard has the power to ban for anything they want (it's their game), but they don't view it as worth their time / resources to micromanage arcade game conduct. This is one of the reasons Mafia has its own reporting / punishment system.
