If the killing roles are afk or dead can anybody else in that team do '-target #'

Can for example a deceiver kill someone or vote someone by doing -target #?

If they're AFK, anybody alive on the team make do -target # to vote to send a Mafioso/Enforcer/GF/DH to attack that player. -target will not send other roles other than those 4 to attack.
