Because the general people is just dumb. Stupid. There's no other explaination lol. The issue is that they can still spread the disease, so people are a bit more insisting than when it comes to seat belts lol, so half-smart people wanting to gain the support of dumb people responding "muh freedom" go out and scream "OUR FREEDOM!!!!".
