nobody is negotiating with him - he comes around once a year or so and does this crap for a week or so - the story is he is some guy who got banned who spends hours and hours of his time trying to get 'revenge' by spamming lobbies with a gazillion accounts like this

you'd have to be insane to do all of that which pretty much explains everything

unfortunately since it's impossible for us to control lobbies at all - if some loser wants to sit there with 10+ accounts constantly making and ruining lobbies there is no way to stop them from doing so. The only solution is to add legit players to your friends list and join private lobbies and/or have a host that kicks the known trolls

to check if someone is legit or not you can do 2 things:

1) right click and check their profile->match history
If they only have recent matches then it's probably a smurf

2) use the arcade status channel on discord to search their name and see if they've been in lobbies next to other names you recognize or if the bnet id (1-s2-1-#######) is very close to others - then it's probably a smurf
