Simple solution -- just have one of the FM players be assigned the "host" role. Deathworlds has previous S-FM experience with this mechanic and can attest to how well it works in practice.

Given the host, I wouldn't be surprised if there is a day Sheriff Jailor role. I'd make him a Paranoid Sheriff Jailor though in order to balance the role -- much like the real Fire.
