Question 1):
There's a Veteran, Bus Driver, and Sheriff.
Veteran alerts.
Bus Driver busses Veteran with Sheriff.
Who dies? If the Bus Driver lives, how did he live?
Question 2)
There's a Veteran and Bus Driver.
Veteran alerts.
Bus Driver busses Veteran with Bus Driver.
Does the Bus Driver die? If the Bus Driver lives, who did the Doctor heal? The Veteran's original position or Bus Driver's?
Question 3):
There's a Godfather, Sheriff, Witch A, and Witch B.
Witch A controls Godfather to target Witch B.
Witch B controls Godfather to target Witch A.
How is priority determined?
Question 4):
There's a Witch, Bus Driver, Sheriff, and Investigator.
Bus Driver switches Sheriff in A-slot with Investigator in B-slot.
Witch controls Bus Driver to target Witch.
What all happens?

Well, when a witch targets a player that targets two people, like another witch or busdriver, the witch makes the target change the first target. That is, the target who they clicked with the left hand box.
For questions 1 and 2, I believe that oop is
Lookout/Detective
Consort/Escort/BD
Veteran
ect
I believe it goes like this because the BD can be blocked, but the BD targets are changed before blocking. Therefore, they would have to occure as an if/then situation..
But I could be wrong here.

Actually... It may go:
Lookout/Detective
Veteran
Consort/Escort/BD...
so the BD would die visiting the Veteran...
not sure
EDIT:
After reviewing many Order of Operations in FM games, it will go
Lookout/Detective
Veteran
Consort/Escort
Bus Driver.
Therefore, anyone visiting the Veteran while on alert dies, except Lookout and Detective.

lookouts and detectives dun die? wtf?
busdrivers always die targeting an on alert vet
2 witch/bd priority goes by colors iirc (first on the list happens first)
same thing for the last one first on the list should gain priority , then everything happens accordingly

No, Detective and Lookouts can visit an Alert Veteran without dying. They visit before Veteran alerts in order of operations.
If you are Bus driver, and select 2 people, it says "You will swap X with Y". If you are Witched to target Z, you will swap Z with Y.
If you are witch, and you select 2 people, it says "You will control X to target Y". if you are Witched to target Z, you will make Z target Y. Color doesn't affect it at all.

order of operations should have an effect on them, since switching cant be done simultaneously so one has to occur before the other.
So lessay witch is red bd is blue, witch ctrl first bus switches regardless
but if reds is bd and witch is blue switching occurs first, witch will make the witch also switch targets (the witch wanted to control the sheriff to make him check himself, whereas the sheriff got switched with a vigi, making the witch shoot the vigi himself)
(just read the fucking FAQ on the wiki, the order of operations should be there)

Some things have to do with who is higher on the list, sometimes who is lower. Sometimes who enters a command first.

I've played enough games to try various combinations in theory of what you just said. Nothing is consistent.
Anyone mind answering the Vet/BD questions? I'm still trying to figure out how a BD kept bussing me without dying.

Perhaps because you were the second swap, not the first.

Perhaps because you were the second swap, not the first.
That's why I'm asking... to eliminate "perhaps".
Coming here to get a straight answer on anything is like asking a Jester his his role.

So, I'm guessing, as I've long expected, "priority" is randomly determined? I can absolutely rule out the possibility of it being whoever "clicks first" or whoever is "at the top of the list" along with the A or B slot for Bus Drivers. These are all irrelevant and has changed in different games.
