Vote Breaker
Passive ability. Adds an extra vote to break ties and majorities. The extra vote isn't restricted to tie breakers, and will work with other votes.
The extra vote is anonymous, preventing it from being publicly displayed
The extra vote is counted from all Citizens. The larger group will receive the extra vote. In the case of a tie, the vote is invalidated
The extra vote can not be activated manually, and will only trigger when the day ends, or when the required number of players are chosen
If there are 6 votes required and only 5 votes are apparent, the trial will trigger when the day ends, assuming that the Citizen has the majority
Citizens are removed from the vote breaker pool if they are killed or put on trial. Surviving Citizens are given back the pool if they survive
Vote Breaker can not be used to survive a 2 vs 1 trial
Masons can be given the vote breaker ability, depending on the options. This affects the Mason Leader as well
The Godfather can also be given the vote breaker ability, with the correct options
A Non-Revealed Mayor will receive the Vote Breaker ability. Once revealed, it is replaced with his additional votes

Background
I thought of the vote breaker ability one game, when I rolled as a Citizen. While I was being lynched, a player called me out saying, "Oh it's fine, it's only a Citizen." This made me think about the point of the Citizen, and their abilities in Mafia. Unlike the other roles, the Citizen's only purpose in the game is to survive, and serve as a meat shield. It didn't really matter if they died.
The Vote Breaker ability is an idea, expanded from the Citizen's natural ability, the Tie Breaker. Designed to give the Citizen a more important role in the game, Vote Breaker fits well within his theme. With it, the Citizen would have importance, giving players a reason to hesitate before killing him. Like the Coroner, the Citizen's could actually become a viable and effective role.
