You do have the ability to post it in player reports. It helps keep the forums organized anne helps the mods easily review the reports. Just make sure to attach the replay and post the player(s) star craft 2 identification number.

Just look at Jack Ace Jack he reports every game he plays and its all good
Plus i herd ambient likes more reports.
And yes, this looks shady and they would likely be punished.
