What about a 5 (approximately) second waiting time between 2 chat's messages?
Sometimes the important messages are hidden by spam.
Obviously no waiting time when on trial.

There's already a spam filter. Frequently the problem is many different people trying to talk at the same time, but sometimes it is the one jester screwing the entire town with spam.

Because last I saw, Jul was happily spamming and flooding the chat with BOWW WAAA WOW or something like that.
