Mafia appearing innocent.

Just played a game where there were multiple mafia roles that appeared innocent to investigations... to me it seems the mafia can be a little overpowered, if the majority of them appear innocent. Perhaps there is a way to limit that to one mafia member per game?

Currently, only the Framer and Godfather have the option to appear as Citizens under investigation. If that's too much, take it up with the host. Limiting it to one Framer might have some benefits, but the mafia is usually in a bad position if they get 2 Framers (sounds awesome but can fail really hard with a sheriff and investigator that bide their time).
