Consort can keep rb Arsonist to Prevent a ignition

In a recent game,I was playing as a arsonist who managed to get many via not getting attention and it worked(except and GF gone for me and found out i am the only NI),until n5,n6 the mafia decided to keep rbing me when i decided to douse, and this prevent any further dousing toward other people and prevent ignition.According to the text, it says that it automatically douse rbers, but what is the point of that option since the rbers can just keep rbing you to prevent any ignition.Please tell me if this is a intented bug if so as it is not shown anywhere.
