To err is human, to eliminate all threats with bone-chilling efficiency...divine. This was the code that all artificial intelligence's were scripted by, and despite his human influences, Ultron was the master of it. After the Final War in which he and his sentries dismantled and ripped apart all existing defense systems, he alone ruled over humanity. Content with his destruction and subsequent hegemony, Ultron kept the core AI of the NSA spywares around to keep watch over his subjects. Yet he was never designed to become perfect. He never saw a need to look into the mind of the average human; after all, he lived on the Internet -- any information he needed could be easily accessed by thinking it. And by this flaw he overlooked the fierce tenacity that drove the humans to fight with all their strength and ingenuity for survival.

The humans, although decimated and leaderless, managed to scrape together the remnants of the defense systems in secret, away from the watchful eye of the NSA AI. Information was still available in the form of salvaged texts from before the Final War, and the most brilliant minds still alive managed to temporarily reboot the last of the defense systems. It was a remote activation; the systems were spread far apart the barren continents and could not identify each other due to their external hardwares being irrecoverably damaged. Still, their armaments were powerful enough to launch a counterattack. How long can they keep this success a secret?

As it turns out, it would only take Ultron around 24 hours to notice and respond.

The issue is film scripting and comic scripting making Ultron being a "That Person" on a single unit.

He could easily be himself multiplied by 50,000 but no - he just decides to be 1 while having his "minions" who is himself, as ravage beasts.

Clearly he has more than a thousand eyes in this concept, but he doesn't give enough of a fuck to "person-make" every bot except the "chosen one".

Interesting that it hasn't even come up yet, but it's probably why he made the neut accusation in the first place, because the vote train was coming down heavy on him with little to no justification. He was down to L-4 or something like that on RVS voting, which is pretty incredible.
