Empathy gets Sheriff, investigates brown night 1 and he comes up Not Suspicious. Tries to get brown lynched day 2. Claims himself as Sheriff day 2. Tries to get brown lynched again day 3. Claims himself as jailor day 3. Claims he jailed someone night 3. Claims blue is mafia (who he has already checked as Not Suspicious) at the end of day 4.

Did he actually get town lynched and ruin the game?(More then one town, and avoiding lynching mafia/neutrals, etc)

Yep, I read that. The crime descriptions are pretty vague, but it's pretty clear that Empathy was trying to ruin the game.

"This is intentionally playing to lose."

Claiming two roles? Accusing people you know are Not Suspicious (that you don't suspect of being the Godfather)? Claiming two roles means you're trying to get lynched, which is trying to lose. Accusing people you know are Not Suspicious means you're trying to get the town to lose.
