Prefer not always working?

Just had a game where I -prefer Jailor, Veteran, Jester
There was a confirmed Jailor role in the setup and yet what did I get? Bus Driver.
The game had no Jester or Veteran but it did had a Jailor.
There was also no one who else with -prefer.
Not sure if this is intentional. I always got the role I preferred (if it's included).
This is the 2nd time this happens.

definition of prefer: tend to choose.

does not garenteed if we are going by that definition. that is what i think it is,

This is working as intended, you are not 100% certain to get a preferred role.

Good to know.
It practically never happens that I do not get the role I -prefer but at least I know it's not guaranteed.
