Observers know each player's inventory, location, actions and actual events (not the ones in the feedback cause challengers may see not the whole picture sometimes).
Observer's items come from the sky (BUT NOT WITH SOME PARACHUTTE, they just drop).
There's a chance the last looter didn't notice something, but that's rarely and due to unclarified search (unclarified: search the whole floor of the building; clarified: search the exact room on the floor only).
