however I'm unable to detect if it had any impact on the endgame. I don't believe it did as the timing between the last message during the day and the first message of the lag screen are far away from each other and the MM's night action did not change after he first locked it in. It would be nice if another Keeper could review this and put his input here.

Unlike greifing, lag cheating does not require an alteration in game outcome.
Furthermore, the accused did not know who the MM was targeting. The accused just wanted to convey info to the living from the graveyard which is against the rules.
As the proof is undeniable, I am going to approve this report.
