There is no such thing (excepting DR himself because banning him from his own map is kinda difficult) and anyone who tells you there is has no idea what they're talking about. Some people's bans get delayed for technical reasons, but no one is immune to being banned when they have offenses on record.

I've heard too many people claim certain serial offenders were "untouchable"

For a moment I thougth it was a movie.

Anyway, people want to act tough so that they are "less likely to be reported" if the others believe he can't be banned.
Perhaps make it so that this can give a warning, regardless of offense or not?

in my opinion they're viewed as untouchable in the first place because they chain gamethrow/troll and nothing happens to them for a month and a half. and then, only then, after a month and a half of ruined games, will the person finally have seen judgment.
